Application Developer, Temporary Contract up to 12 months (TRCA-040-19)(2)


Under the direction of the Senior Data Management Analyst, Information Technology Management, the Application Developer supports the development and administration of a wide range of business systems, databases and information management projects. The Application Developer provides database and application design, application development, data conversion, platform migration and integration for existing and new initiatives, in complex and integrated on-premises and cloud environments.  This position works closely with TRCA staff business units to assist in identifying and developing business and functional requirements for software application development.  The Application Developer uses requirements documentation and specifications to build user interfaces, relational data models, write code and implement security / authentication strategies. The Application Developer develops and performs functional tests to ensure applications are free of bugs, and the delivered product meets standards and user requirements.  This position collaborates with external partner colleagues in the development of shared systems and knowledge exchange. 


  • Provide application development services by writing advanced code, scripting and designing/building user interfaces, forms and reporting / query tools. 
  • Diagnose and resolve issues within existing corporate databases and applications, as well as enhance custom applications or workflows as needed. 
  • Use industry standard application development languages including but not limited to C#, JavaScript, Lotus Script .NET, VB Script. 
  • Work as part of a team to create, edit and add functionality to existing and future applications.  
  • Act as a key technical resource in migrating existing IBM Notes client applications to new or existing platforms such as Cloud or .net frameworks.
  • Provide administration, maintenance, guidance, and technical support for existing software applications and associated databases. 
  • Work with staff to identify new functionality, improve existing functionality, fix bugs and provide data maintenance. 
  • Work with stakeholders to design and perform queries, create custom views and develop standardized reporting functions.
  • Develop and implement QA/QC procedures to ensure data integrity and accuracy. 
  • Work with stakeholders to inspect data inputs, clean anomalies and recommend improved collection protocols to improve data quality. 
  • Work with Managers within ITM including the Chief Information Officer along with other stakeholders to define security requirements for applications and build authentication and security tools and protocols. 
  • Test security designs and strategies to minimize risk.
  • Complete testing and troubleshooting of software applications to ensure developed products are production-ready and will not affect ongoing business or database activities.
  • Work with ITM team and other staff to deploy user acceptance testing of applications.  Provide ongoing support and troubleshooting throughout user acceptance process prior to application going live into production.
  • Collaborate with TRCA staff, industry and partner counterparts for the development of shared applications and database projects.  
  • Exchange technical knowledge, solutions and ongoing problems with other technical professionals to improve efficiency and assist all in avoiding issues and problems.

  • A Degree/Diploma in Computer Science or related discipline 
  • A minimum of 3 years of experience within a similar role 


  • Strong knowledge and demonstrated experience in front and back end programming and development. 
  • Excellent knowledge of application security, data collection protocols, standards implementation.  
  • Demonstrated experience in user interface, browser based and mobile application development. 
  • Excellent project management and time management skills, oral, written and analytical acumen.
  • Strong working knowledge in one or more of the following: C#, JavaScript, Lotus Script .NET, VB Script. 
  • Hands on experience with UAT testing and coordinating UAT testing with others.
  • Demonstrated troubleshooting skills within development scenarios, bug fixing, improving existing functionality, assisting staff with technical issues as they arise.
  • Proficiency in using Microsoft Office products, including Office 365, Sharepoint, and lotus notes.
