Contract Duration: 2 Year Contract
Under the direction of the Manager, Conservation Lands and Trails, this position is responsible for the development and implementation of Conservation Lands projects and programs throughout the TRCA jurisdiction. Specifically, the position is responsible for securing and coordinating project approvals, drafting procurements and agreements, developing project budgets and work plans, drafting funding proposals and project reports on various Conservation Lands projects across TRCA’s jurisdiction. This position has a particular focus on the implementation and delivery of Conservation Lands projects including; trails and trail maintenance programs, trail infrastructure, boardwalks, staircases, switchbacks, bridges, culverts, gathering spaces, seating, trail heads, parking areas, kiosks, signage and other public amenities that protect greenspace while supporting public use. Projects also focus on initiatives that protect the natural environment and improve ecological function such as Invasive species management, disease control, as well as hazard and risk prevention. Projects that support the state of good repair of our lands including hazard assessment and abatement, and capital asset management are also a focus. This position will also employ best management practices and/or environmental stewardship to protect and conserve the valuable natural and cultural heritage attributes.
- Provide coordination and management for project development and delivery.
- Oversee project implementation budgets for the group including regional capital programs, special partnership programs, fee for service projects, and compensation revenue.
- Develop, review and deliver cost estimates to senior staff to be included in the budgeting process.
- Development and delivery of multiple projects each year with a planning and implementation team, including coordinating, assigning and managing the operations and completion of assigned projects to ensure milestones and budgetary targets are achieved.
- Provide technical support, financial management, guidance, and overall project management to TRCA and our project partners.
- Oversee the development and review of project proposals, partnership agreements, Fee for Service (FFS) Contracts, Offers of Service (OOS) Letters, Memorandums of Understanding (MOU), contribution agreements, funding proposals and in-kind partnerships to maximize existing capital and operating budgets.
- Manage work teams that secure approvals for TRCA projects, manage specific programs and produce plans that highlight strategic land and trail project implementation.
- Lead the development and maintenance of effective partnerships and communications with internal and external client and stakeholder groups on long-term, multi-scale trail planning and land management initiatives.
- Participate as a TRCA representative in various working groups, steering committees, boards and meetings.
- Support the Division’s annual operating and capital budget process by providing input and forecasts related to the land and trails project group.
- Lead the development and monitoring of annual Venders of Record (VOR), Requests for Quotations (RFQ), and Requests for Proposals (RFP) for the procurement of materials, equipment and services.
- Prepare and report on budgets, monitor program expenditures/revenues for projects and programs related to major task areas.
- Hires, supervises, evaluates and manage the performance of staff as required to support all related programs and services.
- Post-secondary Degree or Diploma in Parks Management, Environmental Science, Ecosystem Management or related field.
- Project Management Professional (PMP) or equivalent an asset.
- Minimum 5 years of experience in implementing and coordinating land management and infrastructure construction projects and programs.
- Experience working with a conservation authority an asset.
- Valid Ontario G driver’s license in good standing.
KNOWLEDGE, SKILLS AND ABILITIES:
- Strong knowledge of environmental regulatory legislation.
- Proven ability to manage, plan, develop and implement land management and trail construction projects.
- Excellent written and verbal communication skills.
- Strong public relations skills; experience with the media an asset.
- Demonstrated report and proposal writing and analytical skills.
- Excellent knowledge of the Occupational Health and Safety Act and regulations and the Accessibility for Ontarians with Disabilities Act.
- Ability to deal tactfully and courteously with the public.
- Effective problem solving skills and leadership skills including staff supervision, coaching and mentoring.
- Excellent computer proficiency with software experience (MS PowerPoint, Excel, Word, Access, ArcMap).
- Strong budget management and cost control skills.
- Ability to work outdoors in adverse weather conditions.
- Good interpersonal skills and ability to work as a team member.
