Senior Engineer, Water Resources Engineering - Full-Time Permanent Position (TRCA-049-19)

POSITION OVERVIEW:

Under the general guidance and direction of the Senior Manager of Water Resources Engineering, the Senior Water Resources Engineer is responsible for the review and commenting on development applications associated with the Planning Act, the Environmental Assessment Act (EA) and applications pursuant to the Conservation Authority’s Act, Ontario Regulation 166/06 (O. Reg. 166/06) with a focus on water resources engineering.  This position will also supervise an engineering team, which duties include providing leadership, quality control and responsibility for engineering designs on internal projects, and providing input and direction to staff on the use of engineering practices and computer modelling.  Also, the Senior Engineer will participate with the Authority’s flood forecasting and warning program, acting as a Chief Flood Duty Officer on a rotational basis.

RESPONSIBILITIES:

  • Use the application of sound science and engineering to effectively and efficiently assess complex situations, define alternatives, problem solve and generate solutions for a multi-stakeholder environment when reviewing environmental assessments, planning and permit applications and watershed planning documents to ensure that theAuthority's goals and objectives are achieved.
  • Contribute to the preparation and delivery of expert opinion on behalf of TRCA, and its stakeholders as part of a Local Planning Tribunal Appeal (LPAT), Ontario Municipal Board (OMB) appeal, Environmental Assessment Tribunals and Ontario Mining and Lands hearings on matters of Authority interest.
  • Prepare, maintain, review and update watershed hydrology and hydraulic models, flood plain maps and water management related databases.
  • Provide project management or design management on various projects, including providing input on RFPs, review proposals, procurements, scheduling, engineering and fluvial geomorphology design and review, and accounting practices.
  • Meet with internal technical staff to collaborate on development applications and discuss potential comment efficiencies with other technical staff.
  • Prepare internal communications and reports to senior staff, Board of Directors, external clients, and TRCA’s municipal partners to relay results and recommendations from capital projects.
  • Supervise, mentor, and provide leadership to a Water Resources team of Analyst(s) and Technician(s).
  • Conduct annual workplan reviews and staff evaluations, and ensure staff maintain regular training requirements.
  • Act as a Chief Flood Duty Officer in the Flood Warning and Management team, being part of a regular rotation of 24 hours a day, 7 days a week on-call staff.
  • During storm events, receive input from Flood Duty Officer, assess the potential risk of actions presented, and make corporate binding decisions related to issuing of messages, operation of flood infrastructure (dams), and enacting of the IMS Emergency protocol.
  • Maintain state of the art knowledge of hydrologic and hydraulic computer modelling and engineering design practices.

QUALIFICATIONS:

  • Minimum completion of post-secondary education in an engineering field, including 3-year College diploma in engineering or Bachelor’s degree in engineering, water resources or related discipline.
  • Possess a P.Eng. or LET designation.
  • Minimum 8 years’ experience in engineering practice related to major tasks.
  • Design or review of engineering designs related to development and infrastructure engineering, including best management practices and erosion and sediment control drawings.
  • Valid Ontario “G” Driver’s Licence in good standing.

SKILLS AND ABILITIES:

  • Design or review of engineering designs related to development and infrastructure engineering, including best management practices and erosion and sediment control drawings.
  • Project experience applying knowledge of stormwater management, hydrologic modelling, hydraulic modelling, and floodplain mapping exercises.
  • Supervision of water resources staff, including leadership, mentorship, and administration (year-end reviews, etc.).
  • Demonstrated ability to lead and work as part of a team on projects and studies.
  • Computer literacy using Microsoft Office (Word, Excel, PowerPoint), Visual OttHYMO, PCSWMM, HEC-RAS and other relevant computer models.
  • Knowledge of legislation, policies, procedures and practices relevant to land use planning, environmental assessment act (provincial, CA, and federal), and water management.
  • Excellent technical written and oral communications with professionals within the field.
  • Excellent interpersonal skills to communicate effectively with the general public in a positive, courteous and respectful manner, including ability to negotiate and maintain professionalism during times of conflict.
  • Excellent time management, analytical, and problem solving skills.
