Senior Planner, Development and Engineering Services - Full-Time Position (TRCA-114-19)

POSITION OVERVIEW:

With an advisory relationship to the Authority Board and Executive Committee and a direct reporting relationship to the Associate Director or Senior Manager, Development Planning and Regulation, the Senior Planner is responsible for reviewing and coordinating comments on major applications and projects under the Planning Act and applications pursuant to the Conservation Authorities Act, Ontario Regulation 166/06 (O. Reg. 166/06) Development Interference with Wetlands and Alterations to Shorelines and Watercourses regulation. This position provides effective project management and service delivery for major files, and provides excellent customer and client service. This position also involves day to day supervision, training and mentoring Planners, interns and volunteers, as well as assisting with the implementation of large projects and special projects at the discretion of management. Overall, this position contributes to ensuring professional delivery of services related to Land Use Planning and Regulatory functions, and provides advice toward ensuring the objectives of the Planning Act and TRCA Living City Policies are met. The position ensures that TRCA policy and regulatory interests are communicated to inform municipal and Executive Committee decisions and are implemented across a broad range of land use planning and development initiatives and projects through the supervision of a team of environmental planners. The position also provides project management and senior planning advice to TRCA projects and policy development.

RESPONSIBILITIES:

  • Coordinate the review of major planning and permit applications including Site Plans, Subdivisions & Condominiums, Official Plan Amendments, Zoning By-laws, Master Environmental Servicing Plans, and Secondary Plans.
  • Evaluate municipal planning and development applications, documents and studies and identify how they are affected by Authority regulations, policy and program interests.
  • Coordinate internal technical review and produce detailed correspondence to municipal partners and permit applicants based on principles of good planning and technical recommendations.
  • Liaise with internal and external stakeholders, landowners and consultants as required.
  • Meet requested municipal deadlines and communicate anticipated delays and manage client expectations.
  • Conduct site inspections to identify and assess site characteristics and constraints on development, and undertake field stakings to delineate feature and/or top of bank.
  • Engage in a collaborative, diplomatic and cooperative solutions-oriented approach to create comprehensive expert advice for the proponent, municipality and other agencies, as well as senior management.
  • Assist, liaise and inform the public and enforcement officers respecting site issues and assist enforcement staff through mediation and/or facilitation with proponents and technical experts to resolve permit violations.
  • Open, track and organize digital and paper files.
  • Screen properties using GIS and consultation with technical staff
  • Administer the Fee Schedule (e.g. determine appropriate fee, process fee payments, ensure cheques are collected and processed).
  • Provide on-going guidance to a small team of planners and internal staff to ensure that the TRCA’s land use planning and development permit services are effectively and efficiently delivered in accordance with TRCA’s policies and procedures.
  • Participate in the department managerial team, ensure quality and effectiveness of service delivery, measure effectiveness of staff performance and ensure appropriate staff training and professional development.
  • Secure funding for projects as they arise such as for flood and hydraulic updates, compensation, restoration, etc.
  • Perform other duties as required.

QUALIFICATIONS:

  • Undergraduate education in urban or environmental planning or associated fields with a core focus on land use or environmental planning.
  • Minimum of seven (7) years’ experience in environmental or land use planning related to the responsibilities.
  • Registered Professional Planner designation.
  • Ontario Municipal Board experience.

SKILLS AND ABILITIES:

  • Comprehensive knowledge of statutes and regulatory controls affecting land use planning and development, including the Conservation Authorities Act and regulations, Planning Act, Oak Ridges Moraine Conservation Plan, Greenbelt Plan, Places to Grow plan, Source Water Protection Act, etc.
  • Sound knowledge of Official Plan, Zoning, Subdivision, Condominium, Consent, Variance and other development review and Planning Act processes and implementing documents.
  • Understanding of the role of TRCA in the broader municipal and provincial planning context.
  • Excellent skills in dispute resolution (mediation, facilitation, difficult circumstances), communication, staff supervision and project management.
  • Strong ability to work in a team setting.
  • Expert ability to read and interpret construction drawings.
  • Demonstrated excellent interpersonal skills to communicate effectively with the general public in a positive, courteous and respectful manner.
  • Strong knowledge of computer software applications, such as Microsoft Office, Adobe Acrobat, ArcGIS; and ability to learn new applicable software.
