Contract duration: 1 year
Under the general guidance and direction of the Supervisor/Project Manager, Construction Services, the Site Supervisor position is responsible for providing field expertise and professional leadership in the construction of Erosion Risk Management, Ecosystem Management, Integrated Restoration, and Conservation Lands and Trails projects. This position is responsible for the supervision of work crews and contractors, to ensure compliance with, and adherence to, all relevant laws, acts and regulations, TRCA Policies and Procedures, industry standards, project details and specifications, and best environmental construction practices, with a strong focus on Health and Safety. This includes monitoring, inspecting and reporting on project activities; assisting with project development; hiring, evaluating, and developing assigned staff; and active on-site participation as required for the successful implementation of assigned projects. Overall, this position contributes to strategic plan objectives including water quality improvement, aquatic and terrestrial ecosystem health, the protection and regeneration of natural systems, the protection of public safety, land and infrastructure from the hazards of erosion, and the provision of a well-connected network of accessible greenspace.
- Report directly to assigned project site(s), to supervise, direct and assist personnel, contractors and heavy equipment operators throughout the entire implementation life cycle of assigned construction/restoration projects.
- Provide construction supervision, co-ordination and quality control of daily site operations and adhere to project schedules and cost estimates.
- Perform and document Health and Safety inspections, review site documentation relevant to changes in type of work and site conditions and take required action to mitigate identified hazards.
- Prepare and maintain concise records associated with project implementation and/or contracts, report on any projected variances and ensure that construction works are completed as per approved detailed design drawings and in compliance with all applicable Acts, Regulations, policies and procedures.
- Engage in public and internal conflict resolution, perform incident investigations and provide follow up reports and recommendations.
- Provide training, coaching, and evaluation of assigned staff, to achieve their performance and development objectives.
- Provide technical support on plan design, internal, external and public consultations, permit acquisition, work plan development, budget preparation, cost control and closeout.
- Provide direct, on site operational support, where necessary, in situations including coaching, backfilling staff time off requests, or to meet target milestones.
- Post-secondary degree or diploma in environmental/civil/construction technology, resource management, restoration ecology or an equivalent combination of education, skills and experience.
- Minimum 3-4 years’ experience related to the major tasks as well as supervisory experience.
- Valid Class G Ontario Driver’s License (AZ license is an asset)
KNOWLEDGE, SKILLS AND ABILITIES:
- Demonstrated knowledge and experience in the construction of valley and stream protection, restoration, land management and greenspace infrastructure projects such as streambank/slope stabilization, fish and wildlife habitat construction/restoration, waterfront regeneration, bridge and trail construction, infrastructure and valley land protection, and stormwater management pond maintenance.
- Proven experience in project and worksite coordination, site supervision, contract management, cost and quality control, with the ability to prioritize work between multiple tasks and projects.
- Demonstrated ability to understand, interpret and apply engineering and landscape architectural plans, drawings, details and specifications, undertake quantity takeoffs and perform general site surveying/leveling and construction layout.
- Comprehensive knowledge and understanding of the Occupational Health and Safety Act and regulations and the Accessibility for Ontarians with Disabilities Act.
- Excellent written and verbal communication and interpersonal skills, with proven ability to engage with internal and external stakeholders including homeowners, municipal partners and the general public.
- Proven leadership skills, including the ability to train, motivate, and coach staff, and to work in a project team environment.
- Demonstrated GPS and computer literacy skills including word processing, spreadsheet and database functions.
- Proven ability to plan and organize with minimal direction with effective problem-solving skills in dynamic site conditions.
- Thorough knowledge of industry standard best management practices, with an emphasis on sediment and erosion control.
- Demonstrated high level of technical ability in the safe operation and maintenance of all vehicles and equipment related to assigned projects.
- Demonstrated ability to work outdoors in adverse conditions, including exposure to extreme weather (cold/heat/wet/wind) and fluctuating water levels when working along Lake Ontario’s shoreline and within the banks of ravine systems.
