Site Supervisor, Operations and Implementation - Full-Time Contract Position (TRCA-052-19)


  • 2 Full-Time Contracts at 2 years

Under the direction and guidance of the Project Manager, Operations and Implementation, and in cooperation with Conservation Lands and Trails and Forestry Services project teams, the Site Supervisor position is responsible for project supervision of multiple environmental landscape construction and land care maintenance crews. Primarily, this includes applying a high level of implementation expertise and experience to the task of monitoring and inspecting the work performed and completed by TRCA staff and contractors to ensure compliance with, and adherence to, all relevant laws, acts and regulations, TRCA Policies and Procedures, industry standards, and project details, with a strong focus on Health and Safety. They will also participate in, and provide comprehensive project implementation planning and delivery of, Conservation Lands and Trails and special partnership construction projects while providing exceptional client service. In addition, the Site Supervisor is responsible for assisting with project and resource coordination, budget estimates, and the hiring, evaluation, coaching, training and development of assigned staff.


  • Provide worksite planning, supervision, coordination and inspection of assigned projects focusing on safety, quality and efficiency to meet client expectations and project milestones / schedules within budget.
  • Perform hazard assessments, review site documentation relevant to changes in type of work and site conditions, and take required action to mitigate identified hazards.
  • Prioritize and direct tasks for assigned staff, and apply contract management skills to direct contractors and ensure their adherence to the contract.
  • Review site work records and cost ledgers, and prepare reports as directed.
  • Report on any projected variances from schedules and budgets, propose potential mitigation to supervisor for approval, and where required, provide design build recommendations.
  • Act as point of contact for incident reporting on assigned projects, and assist with documenting and providing ‘lessons learned’.
  • Meet with project manager and client to determine deficiencies, confirm ‘as built’ changes, if any, and close out the project.
  • Engage in public and internal conflict resolution, perform incident investigations and provide follow up reports and recommendations.
  • Provide training, coaching, and evaluation of assigned staff, to achieve their performance and development objectives.
  • Provide direct, on site operational support, where necessary, in situations including coaching, backfilling staff time off requests, or to meet target milestones.


  • Post-secondary education in resource management, environmental and/or engineering science, landscape design/construction or an equivalent combination of education, skills and experience.
  • Minimum 5 years’ experience in all implementation tasks including a minimum of 3 years’ experience in supervisory tasks.
  • Valid Class G Driver’s License (AZ license is an asset).


  • Demonstrated experience in project and worksite coordination, site supervision, contract management, cost and quality control, with proven ability to prioritize work between multiple projects.
  • Comprehensive knowledge and understanding of all relevant federal, provincial and municipal laws, acts and regulations, TRCA Policies and Procedures, and industry standards, and their application to major task areas.
  • Excellent knowledge and understanding of the Occupational Health & Safety Act & regulations.
  • Demonstrated ability to understand, interpret and apply engineering and landscape architectural plans, drawings, details and specifications.
  • Proven problem solving skills in dynamic site conditions.
  • Demonstrated high level of technical ability in the safe operation and maintenance of all vehicles and equipment related to assigned projects.
  • Excellent written and verbal communication and interpersonal skills, with proven leadership and ability to train, motivate, and coach staff.
  • Basic GPS and computer literacy skills including word processing, spreadsheet and database functions.
