Supervisor, Operations, Kortright Centre for Conservation - Full-Time Permanent Position (TRCA-054-19)

POSITION OVERVIEW:

Reporting to the General Manager, Kortright Centre for Conservation, the Supervisor, Operations, Kortright Centre, works closely with the managerial team to contribute to the conceptualization, development, implementation, and assessment of annual and long-range operational plans, business plans, capital/infrastructure budgets and management plans, and functional processes and procedures. This position supervises, mentors, and leads a diverse staff team to effectively carryout day-to-day operations, programming and maintenance, including grounds upkeep, general repairs and safety inspections. The Supervisor, Operations plays an integral role in overall risk management and ensures that TRCA’s public-use facilities meet or surpass regulated standards to offer safe, functional and welcome environments for all visitors, customers and staff. In addition to operational activities, this position is responsible for budgeting and staffing the Kortright operations team. Overall, this position plays an integral role in maintaining and enhancing Kortright grounds and buildings to ensure a safe environment that is clean, attractive and operating to the highest standards.

RESPONSIBILITIES:

  • Ensure the safe and successful operation of grounds and facilities including but not limited to expansive greenspace, trails with varying terrain, outdoor learning spaces, renewable energy facilities and buildings, building systems (i.e. mechanical, electrical, plumbing, water filtration, HVAC and emergency) and general infrastructure (i.e., modern buildings, parking lots, paved roadways, gravel pathways).
  • Prioritize, investigate and respond to inquiries and complaints pertaining to facility operations.
  • Oversees the coordination, implementation and management of site-specific regulatory programs and related practices.
  • Monitor, track and ensure regulatory testing and mandatory inspections, and certifications are up to date, within predetermined specifications and completed on time.
  • Arrange for contractors (through procurement when required) to assist with operations, maintenance and repair of grounds and facilities when the work is outside of the scope, ability or equipment requirements of TRCA staff.
  • Supervise, monitor and inspect the work of on-site contracts ensuring service/product delivery and adherence to predetermined specifications and municipal/provincial/federal legislation and health and safety regulations.
  • Develops and manages public programs and events. Works closely with project coordinators, event planners and community partners to identify program/event specifications. Implements practices and procedures for effective program/event delivery.
  • Ensure the safe and successful operation of multiple revenue-generating programs, including but not limited to renewable energy demonstrations, festivals, school programs and summer camps.
  • Work with General Manager to prepare, forecast, manage and track annual operations budget revenues and expenditures.
  • Provide budget variance reports for operations budgets throughout the year and recommend/implement corrective actions when required.
  • Hire, train, supervise/lead and support the operations staff.
  • Instruct and ensure operations staff work in a safe manner, utilize all required health and safety equipment and PPE and follow all measures and practices in accordance with the Occupational Health and Safety Act (OHSA).
  • Identify requirements for annual and seasonal operational staffing compliment; work collaboratively with Human Resources through the recruitment process to fill vacancies.
  • Prepare performance management plans and meet regularly with assigned staff to provide ongoing performance-related constructive feedback, guidance and support.
  • Perform annual review of Kortright fire plans and emergency action plans to ensure compliance with corporate policies and procedures and fire code.

QUALIFICATIONS:

  • University Degree or equivalent in related fields including Facility Management, Building Science, Project Management, or other aligned disciplines.
  • Operation of Small Water Systems certification under Ontario Regulation 170/03 (Ontario Drinking Water Standards).
  • First Aid and CPR certification.
  • Vulnerable Sector Screening.
  • Valid Ontario “G” Drivers Licence and access to a vehicle.
  • Five (5) years of progressive experience related to major tasks. 
  • Three (3) to five (5) years supervisory experience.
  • Minimum of three (3) years performing facility and grounds maintenance activities and supervision and scheduling of staff performing related duties.
  • Experience managing, tracking and reporting on various projects with multiple budgets.
  • Demonstrated experience with reading and interpreting site plans/drawings, maps and infrastructure drawings.
  • Previous experience with developing multi-year facility and grounds maintenance plans.
  • Previous experience developing and administering facility health and safety policies and procedures (e.g. emergency action planning, health and safety inspections and fire plans)
  • Project management experience required. Certification in Project Management and Building Science considered an asset.

SKILLS AND ABILITIES:

  • Thorough knowledge of current industry trends regarding facility management practices and techniques, machinery operation and maintenance, risk management concepts, grounds maintenance and equipment use and techniques.
  • Working knowledge of Ontario Regulation 332/12 Building Code regulations, Ontario Regulation 213/07  Fire Code, Regulation 851 Industrial Regulations, Regulation 1101 First Aid Requirements Regulation , Regulation 213/91 Construction Regulations and other relevant regulations.
  • Knowledge of the budgeting process (including forecasting future financial targets).
  • Excellent communication skills to effectively present complex information in clear and concise formats to various audiences (i.e. employees, contractors, members of the public, stakeholders).
  • Excellent interpersonal skills to communicate effectively with the general public in a positive, courteous and respectful manner.
  • Excellent financial management, project management, time management, organizational, analytical, research, presentation, problem solving and leadership skills.
  • Demonstrated proficiency with Microsoft Office (word, excel, power point), Arcview GIS software, operations request systems, AutoCAD.
  • Able to prepare detailed summary reports which include monitoring, evaluations and recommendations of financial costs, state of repair, health and safety, maintenance and preventative maintenance.
  • Demonstrated ability to effectively lead and direct assigned staff and on-site contractors and make decisions in accordance with corporate policies and procedures and externally imposed standards and regulations.
  • Demonstrated ability to read and interpret legislation applicable to public use facilities, health and safety and staff supervision, and to ensure compliance.
